February 15, 2012 First Reading.

First Reading of the Ordinance to adopt the redistricting Map will be on Wednesday, February 15, 2012 at the 1:00 PM Regular Commission meeting. Florida Atlantic University (FAU) will be presenting three options. The Commission will select one option which will become the new district map for the City. On Tuesday, January 31, 2012 at 6:00 PM at City Hall in room 219. Florida Atlantic University will be presenting redistricting options for the City of Hollywood Commission districts (not congressional, state, or county districts) to the residents. The options will be based upon information from the 2010 census data, comments from Commission members and residents.

The deadline has been extended to Wednesday, January 11, 2012.

The City of Hollywood Charter Section 3.01, states that “the district boundaries shall be set by ordinance and updated after each decennial census or as otherwise required by law”. Based upon the 2010 Census the population of the City of Hollywood has increased by 1% or 1,411 residents since the 2000 Census.

Florida Atlantic University (FAU) was hired to perform a demographic district analysis based upon the change in population from the census. If the demographic analysis is close to or more than 10% total deviation in each district, a redistricting process would then have to be done to redraw the district boundaries.

FAU's analysis shows that District 2 has the highest population that deviated 4.83% above the district population average and that District 3 has the lowest population that deviated 7.73% below the district population average. By adding these two percentages together there was a total of 12.56% deviation from the district population average.

The City will be redrawing District 2 and 3 boundaries and will also look at keeping neighborhoods together, which could go beyond District 2 and 3. Some criteria for determining the redrawing of the boundaries:

  • The two districts must have approximately the same number of people counted by the census.

  • There should be no more than 10% overall deviation from the ideal district size.

  • Districts must be composed of contiguous territory.

  • Districts should attempt to preserve integrity of community of interest, including neighborhood associations or ethnic or religious enclaves.

  • Minimize the degree of change in pre-existing patterns of districts, to promote continuity of citizen identification with a district.

  • Avoid placing any two incumbents in a single district.

FAU will be working on redrawing the district boundaries based upon the census data. The City is looking for your input. If you have any comments/suggestions for FAU please click here and email redistricting@hollywoodfl.org. FAU will take into consideration all the input received and prepare three options, which will then be reviewed at a public meeting. All suggestions must be submitted to FAU by January 3, 2012. The public meeting will be scheduled for some time in January 2012 (specific date to be announced).
